The League arrives at its positions through research, study and a process of member agreement. The program each year is set by the Board of Directors after local state and national annual meetings and biennial conventions.
As soon as a new issue is chosen, interested members form a committee and begin research and study. They draw on a variety of materials, develop their own resources, turn to experts and public officials for information, directly observe facilities and institutions and draw the community into the decision-making process through public meetings.
Study materials (see our library) are produced and mailed to all members. Members then may take part in a discussion group to talk about the chosen topic in depth. Member agreements are recorded and sent to the Board of Directors.
Results of the discussions in small groups are compiled, and reviewed by Board members at the monthly meetings. Consensus is developed from the summaries and becomes the basis of League position and future action. All positions are reviewed yearly and presented for adoption at the Annual Meeting in May.
